A face surrounded by clouds is used to represent being in a foggy state of mind, feeling lightheaded/dizzy, or a feeling of euphoria (cloud 9). It can also represent an individual who is aloof or high.
Prior to the release of this emoji in the iOS 14.5 update, these emotions were expressed using the face with eyes and cloud emojis (😶🌫️).
